Bezieht sich das dann auf die "glittering lights"?
That's the only way I can understand it. The "damson" lends a touch of prelate's robes, a solemn note after the red, gold, and green.
The "out-there" is slightly ambiguous, at least for me, although the author possibly meant it only in the colloquial sense:
1. Philosophy. Designating or relating to the perceived rather than the perceiver; spec. having an objective existence, external to, and independent of any perceiver.
2. colloquial. Weird, offbeat, ‘way out’; not mainstream, avant-garde.
