    Since you don't yet seem to have re-posted in the Spanish forum:

    I'm not a native speaker and I haven't read the book, but my guess would be indicative, if the group really does exist, that is, they have in fact permitted it to exist. That is, if it's a fact (= un hecho), not a counterfactual supposition.

    It might help to turn the syntax around so that you can see that the entire clause is the subject.

    (El hecho de) que los accionistas de Villete permiten que existe el grupo “La Fraternidad”
    no es por motivos humanitarios.


    But if I were you I really would ask again in the Spanish forum, because sometimes the rules about the subjunctive are just rules and don't follow the logic an English speaker would expect.
