Ì've never heard that before but from Google I gather that it's an Austrian thing, and it seems to be simply a way of listing the properties: so Top 1, Top 2 etc. instead of writing flat 1 (or offer 1), flat 2...

I (Northern Germany) have heard TOP as an abbreviation only for Tagesordnungspunkt, never for flat. I would also assume that it might be a regional thing.
