'In most cases' would be better translated as 'in der Regal' (as a rule).... , but I'm not a native german speaker so stand to be corrected...???

In aller Regel ist nur ein etwas stärkeres "in der Regel" (üblicherweise).

"in aller Regel" = "in all cases/as a fact" (without any exception) its common used as a general rule.
"in der Regel" = "as a rule" (mostly / if you want to pronounce that exceptions from this rule exists).

i.e.
In aller Regel sind Delfine Säugetiere = In all cases/As a fact dolphins are mammal (right)
In der Regel sind Delfine Säugetiere = Mostly all dolphins are mammal (wrong, cause every dolphin without exception is a mammal)

But most of us germans also don't know that difference ..

Habe diesen Faden gerade zufällig gefunden und möchte Lobelias Definition in aller Form widersprechen, damit nicht irgendwelche anderen Sucher nach dem Ausdruck hier irregeführt werden.
