Dr Guck’s English in #4 leaves a lot to be desired. It relates to a specific product, which seems to be a foam dressing that just happens to provide some extra padding. The main aims of the primary dressing is to keep the wound clean and absorb secretions/exudates.
Wundauflage = (primary) wound dressing
There are many different types of dressing that can be placed on the surface of the wound (the primary dressing), as described in the first link above (z.B Schaumstoff-Wundauflagen, Wundauflagen mit Alginaten, Wundauflagen mit Hydrogelbeschichtung, Hydrofasern oder Hydrogelen, usw.)
Wundeinlage = wound packing
Comes in strips or squares and, once again, different materials can be used to pack inside the wound, as in the second link. The addition of silver nanoparticles or antiseptics has an antimicrobial effect.
> 'antibiotic padding on the surface of or inside the wound' => "antimicrobial wound dressing or packing material"
