Bonn heißt heute offiziell "Bundesstadt Bonn", laut www.bonn.de auf Englisch "Federal City"

"Federal city" is an incorrect translation. In the english speaking world, Bonn is the capital of Germany.

This would mean that Bonn is the capital of its province or state.

Düsseldorf ist die Hauptstadt von Nordrhein-Westfalen. Bonn ist "nur" noch Bundesstadt.

Former capital or not: Bonn am Rhein is correct.

"Bundesstadt Bonn" ist richtig, hat aber rein garnichts zu bedeuten. War ein Trostpflaster, als Berlin Bundeshauptstadt wurde. Es ist nur noch eine Frage der Zeit, bis die restlichen Ministeriumsteile auch nach Berlin übersiedeln.

the federal city on the Rhine (river).

I would leave out the 'river' unless you think noone will have heard of it.

mir ist eher "... city ON the Rhine" geläufig. Übernehme aber keine Garantie.
