Das wäre zumindest eine idiomatische Entsprechung für den Tatbestand der "Sozialschmarotzerei" - wenn auch nicht so umgangssprachlich ...

In die Zeitungsmeldung könnte man das aber schon einbauen:
"... in the event of social benefit fraud ..."

check leo for schmarotzer, setze 'social' davor... paßt meines erachtens alles.

davon abgesehen, es kann verschiedene gründe haben, warum ein ehepaar kinderlos bleibt. hier von 'fraud' = 'betrug' zu sprechen, ist wohl etwas übertrieben. auch kann man sich sicher darüber streiten, ob man das als schmarotzertum bezeichnen muß. andererseits erfährt die institution der ehe einige durchaus attraktive erleichterungen (gemeinsame steuerliche veranlagung usw), die ursprünglich darauf fußen, daß die ehe als keimzelle einer familie, also letztlich zur aufzucht des nachwuchses gedacht war. entfällt dieser 'dienst' an der allgemeinheit, ist auch die zuerkennung der damit verbundenen privilegien fragwürdig. aber ob das mittel der wahl ist, rentner in die sozialhilfe zu treiben, darf ruhig kritisch hinterfragt werden...

Freeloader (or sponger/parasite) is certainly the word for Schmarotzer, but I'd be careful about what kind of adjective you put in front of it. If we're talking about Florida Ralf (Rolf?) or the guy who managed to buy a yacht from his social welfare check, then social welfare freeloader seems to fit. However, there are some who believe that the elderly, simply by virtue of their age, are also freeloading off the system, as are childless couples, who don't seem to be contributing to the system, simply because they don't have children. In the latter instances I personally feel that these people do NOT deserve the label of social welfare freeloaders.

maybe off topic, but I get mad when somebody suggests having no children is "schmarotzern". Those people with the busloads of kids I saw on TV this week who say they get 2,000 EUR of Kindergeld a month, guess what money that is? That is exactly the 2,000 EUR I pay every month in tax and "Sozialabgaben." And who says that those kids will later pay any kind of taxes? Maybe they're all jobless and get "Sozialhilfe." Nobody contributes more to the system than childless, double income couples!

anotherdayanotherdollar: Florida-Rolf hat meines Wissens eine Wohnung in Miami am Strand, bei dir hat er schon eine Yacht und wenn wir noch ein bisschen weiterdiskutieren, fährt er noch Ferrari.

Die von der Bundesregierung populistisch beschlossene Änderung des Sozialhilfegesetzes für Deutsche im Ausland wird den Steuerzahler übrigens mehr Geld kosten als die alte Regelung.

By the way, the man with the yacht has supposedly paid the money back to the Sozialamt.

I don't plan on exaggerating the stories to the point where these people are driving Ferraris and living in villas and eating caviar every night.

But I personally find it quite strange that Germany has a system where people are allowed to get welfare checks even though they do NOT live in Germany.
