    I saw that Dear Ms. = AE, whereas Ms = BE. Does the same apply to Mr. and Mr ?

    Yes. You don't normally have fullstops after Mr, Mrs, Dr and things like that.

    Sorry, that's what YOU wanted to know. I didn't realise that #2 was the same person as in #0. So, yes, no full stops in the UK.
