I can't think of a single English term equivalent to Handlager, but it is storage of items close to where the items will be dispensed, often, but not always, low value items that need minimum to no paperwork to book out. For example, a company's IT dept may have a Handlager for keyboards, mice etc that they can hand out to people who ask for them. High value items are generally kept in central stores, need signatures to release and may need to be transported, but a Handlager is a quick and easy stock of low-cost sundries. In a retail store a Handlager may contain extra stock, as a buffer to use up before ordering more to be delivered.

No. 6: Gerade im Kontext des OP "waste at a workplace" halte ich es für sehr wahrscheinlich, daß es um Lagerbestände im kommerziellen Sinne geht. Wenn jede kleine Unterabteilung ein eigenes Handlager für dieselben Dinge unterhält, sind die Lagerbestände der Gesamtfirma unnötig hoch, was unwirtschaftlich ist.

Vielleicht? Ein Häufchen Schrauben in Griffweite (ready) hier, ein paar Rollen Klebeband dort, und in der Schublade noch ein Schwung Drahtspulen und Klebezettel in allen Farben? Und das hat jeder Mitarbeiter für sich selbst an seinem Platz angelegt und nicht an zentraler Stelle. Da kann es schon mal zu unnötigen Mengen und Materialverschwendung (waste) kommen.
