Arrogate is transitive. When you arrogate something to yourself, you claim or appropriate it, you take it unfairly.

An annoying person is bumptious, someone lower-class who gets above his station, who doesn't know how to behave in polite society.

Both of those are uncommon words and out of place here.



Is the German even really very good? Oppressing people is not something that some people have a right to do and others would be anmaßend if they did it without the proper authority. The question is not whether you should take it upon yourself to do, but whether anyone should ever do it. Why not just say that everyone should respect other cultures and no one should try to suppress them or to oppress people from another culture?

Every culture should be respected, and nobody should take it upon himself to to oppress other cultures.
