A noble sentiment indeed! The web page allows the reader to translate this statement into any of about 100 languages, from Africaans to Zulu, and including German. (The translations are surely done by machine.) The German translation reads as follows:
Die Stadt San José engagiert sich für offene und ehrliche Regierung und ist bestrebt, konsequent die Erwartungen der Community durch exzellenten Service, in einer positiven und rechtzeitig und in der Vollansicht der Öffentlichkeit.
At the end, the site has a field with the text "Contribute a better translation".
I know that even I could improve the translation to some extent. But it would be nice if a native German speaker would take the time to provide a native translation, and I will submit it. (Or, you can submit it yourself at the site noted above.)
edit: PS - I just realized that putting in "German" as the desired language translated the entire contents of the web site into German - thousands upon thousands of pages. Not just that short snippet of a motto. And all of similar quality.
Hand translation is futile. I've abandoned the project of soliciting help to try to improve things. (I'm sure that the handful of German speakers in San Jose all know English anyway.)
