    The phrase "working concept" certainly exists. But 'working'can somethings mean interim, vorübergehend, as in the case of 'working title'. Is that also the case with 'working concept'? Or does it really mean 'a concept for work', or 'the idea behind the work', which is what I need to translate?

    "working concept" means the concept is still being formulated, just like working title.

    Another option, depending on the context, may be "project concept" or "concept for project XYZ" or "X is presenting his conceptual approach to ... "

    Vorsicht, rapha_9: Die Antwort von GeorgA kann man nicht einfach auf deinen neuen Kontext umlegen. Du hängst da eine Ergänzung an ("framework of"), sodass ich vermute, dass in deiner deutschen Vorlage etwas anderes gemeint ist.
