    M.E. ist die Angabe von "laufend" für den Begriff "underway" falsch bzw. unvollständig und irreführend. Es sollte heißen:

    to be under way (underway) - in Bewegung sein
    to be under way (underway) - laufen [fig.] [Vorbereitungen, Vertrag etc.]
    to be under way (underway) - unterwegs sein
    to get under way (underway) - in Gang kommen
    to get under way (underway) - ins Rollen kommen
    to get under way (underway) - sich in Bewegung setzen
    under way (underway) - in Bearbeitung
    under way (underway) {adv} - unterwegs
    to get sth. under way (underway) - etw. in die Wege leiten, in Gang bringen, veranlassen
    to be well under way (underway) - in vollem Gange sein/voll im Gang sein
