The main focus of this paper will thus be to examine in which ways international environmental legislations can be drafted to not only get states to ratify a given agreement, but to legislate it in a way that supports compliance in an efficient, effective and, predominatly, environmentally friendly way.

Der Schwerpunkt dieser Arbeit wird demnach sein, herauszuarbeiten, auf welche Weise internationale Umweltgesetzgebung formuliert werden muss, um nicht nur Staaten zur Ratifizierung einer gegebenen Vereinbarung zu bewegen, sondern es so aufzusetzen, dass es die Gesetzesbefolgung auf effiziente, effektive und, hauptsächlich, umweltfreundliche Weise, umsetzt.

I do not want to use "draft" a second time, but I am not quite sure whether "to legislate" is a propper translation...

Please don't critizise the german sentence, as it is not the original one. I wrote this in english and just translated it "word-by-word" so you guys get an idea of what i am trying to say! (So i dont need any suggestions on better german grammar or whatnot - i would have written it differently if i had to do it in german).
